To open a foster home
Really existing children's homes cannot receive the official status because the officials brake the process. The reason - the regional budget has to allocate means for the maintenance of such formations and normally they do not wish to enter themselves into similar expenditure.
Alexander and Olga Miroshnik, foster parents of 13 children, for some years come to the state institutions to get official papers for the opening of the foster home, that carries a proud name « The Eagle nest ».
According to " Regulations about foster home" of the Cabinet of Ukraine the multi-room -apartment or the house should be given to parents-tutors out of turn. The lodging should be equipped by necessary techniques, furniture, etc.
In practice for family Miroshnik the house has been bought on donations of parishioners of Christian churches.
Olga Miroshnik: « Even in spite of the fact that we have a house and conditions for residing children, we are constantly refused to get official registration papers, referring that the foster house should give the state. But how? The State has never been going to give us any habitation »!
It means, that, establishing the game rules, the state does not carry out them, so, children cannot find high-grade family where they will be brought up not by the tutors of a boarding school but by mum and daddy.
Development of foster homes and step homes is braked because that district administrations do not wish to finance such forms of the family device, and simply take children to the boarding schools financed from region, instead of from district. Bodies of trusteeship also do not undertake practically any efforts for development of foster families.
However in charity fund " Pilgrim " they do not lose hope. Prayers and patience has already borne fruit.
Olga Miroshnik: « We again and again fingered our instances which are obliged to help us with creation of normal conditions for children. We came to the Regional Authorities and they said something positive – for the first time. The chief of regional service on affairs of minors Svetlana Klochko has told, that our documents on the house are quite enough, so, we can start to legalize papers on children ».
Probably, already after New Year's holidays family Miroshnik can officially announce themselves foster family.
Today 13 children live in the foster home, five of them are already adult, the others - children of school age. Olga tells, that as soon as the senior children will be secure in life ( to study in college), the family will be replenished with new kids who need a family.
There are still good news. Anastasia, Artem and Ian Gurkov who live in «the Eagle's nest», probably will be able to return to their native mom shortly. One and a half year ago she had arrived from Enakievo to look at the children, and had remained to pass rehabilitation in the center for adult addicts and alcoholics.
Today she has already been an employee of the Charity Fund "Pilgrim" - works in one of rehabilitation centers. As soon as bodies of trusteeship will allow her to restore her maternal rights, they'll be able to live together, with native mum.
